Each year, CNBC evaluates all 50 states across 10 categories, including workforce, infrastructure, economy, and cost of doing business. North Carolina earned top marks thanks to:

A Look at the Top 3: North Carolina, Texas, and Florida

While North Carolina took the top spot, it shares the podium with two other powerhouses that continue to drive national competitiveness- Texas and Florida.

#2: Texas

Texas remains a magnet for business with its large labor pool, rapid economic growth, and strong access to capital. The Lone Star State is particularly dominant in energy, technology, and logistics, and continues to attract corporate relocations and startup activity alike. Its robust infrastructure and low cost of living make it a favorite for major corporations like Tesla, SpaceX, Chevron, Oracle, and CBRE to relocate or expand their headquarters.

#3: Florida

Florida secures the third spot, celebrated for its robust pro-business environment and surge in new enterprise formation, complemented by favorable tax policies and workspace flexibility. It’s recognized as a national hotspot for new business, and in 2024 alone, Florida averaged 72 new business applications per hour, more than any other state. This Southeastern powerhouse tops charts for economy, talent, and funding access, ranking #1, #2, and #3, respectively.
